Uh, well, configure your web server to serve the SM directory in SSL and you're done. If you need to offer both HTTP and HTTPS, there are some plugins in the login section of the plugins part of the SM web site that can help you.
So far, (AFAIK) there's only two plugins available for SSL, secure_login and show_ssl_link. And if you prefer to use secure_login, then show_ssl_link will be unnecessary.

No. You found what you need. Why do you need a radio button?
... oh, so you can choose to send in SSL right there from the same screen? that isn't possible. the login page MUST be loaded in HTTPS first.
