No, it's not a bug, and no, you don't have to rewrite anything.

I belive it's a PHP session setting (session.gc_maxlifetime in php.ini),
but fear not. All you have to do is to switch on the automatic refresh of
the left pane, which is done in the folder options. Constant updates
equals no inactivity i.e. no automatic logout plus you'll get updates on
incoming mails without refreshing the left pane manually.

If you still want to force an auto logout even though you activate the
feature above, which is a per account setting, you might want to install
the Timeout User plugin
