i think you mean you want to transfer your *nix (linux) user account not
squirrelmail account - is there such a thing?

here's howto transfer your linux account:
you need to have root access, hopefully you are or know the administrator.

i use webmin 1.4 or 1.5 to batch export users, included encrypted password
to a textfile. then copy it over to the new server.

then also using webmin batch import the data in. make sure you select
'encrypted' password otherwise the password would not be imported
correctly. there are other things to note like group id and user id
numbers. i presume the new server is 'clean'.

webmin is found on http://www.webmin.com - very useful for admin work!

to transfer your mail, copy it from /var/mail/spool of the old server to
the new same location. next "chown username.mail username" - you need to
do this because if you copy through it is probably by using root. chmod to
the appopriate if necessary.

if you like to use webmin to transfer mail you can too. with webmin set up
fetchmail to the old server and provide the username+password, set it to
fetch everything - read and unread mail. one thing to note, the two
servers should have different names like server1.domain.com and
server2.domain.com.

this should cover INBOX mail.

the other folders like SENT, your own folders are in your /home/username
directory which you could tar, copy and then un-tar in the new server.
ownership and permission need to be changed accordingly.

if there are better ways to upgrade servers/systems let me know.

there are other squirrel things to transfer like mysql addressbook and
prefs which you need someone better at mysql to help you with =)

and that should about do it.
