you need:
0.  provide more info on your server setup as per
http://www.squirrelmail.org/wiki/en_US/MailingListPostingGuidelines (or
paul will make you =P )
1. search sm website for previous posting about this topic:
http://www.squirrelmail.org
2. root/admin access to your server
3. edit php.ini  - usually /etc/php.ini
  - look for "post_max_size"
  - look for "upload_max_size"
4. edit php.conf - usually /etc/httpd/conf.d/php.conf
  - look for "LimitRequestBody"
5. restart your apache server, with something like: service httpd restart

if i missed out on something, help...
