If you read the FreeBSD documentation, you would find that your /etc/passwd and /etc/shadow files are controlled via PAM. The two files you mention are only there for backwards compatibility with older software that doesn't support PAM.


I'm afraid I missed what IMAP/POP server you are using but if it happens to be Courier-imap/pop3) then it defaults to using the passwd/shadow file for authentication (which works fine) but can be made to use PAM quite easily (which allows some additional restrictions through PAM).
