This bug mentions a missing content-type and sub-type. I'm not able to reproduce that step of the process. I also just sent myself 5 different PDFs, with embedded images, all came through fine, both with headers, and opened fine. The lack of details in your email makes it difficult to tell you if this was an issue that cropped up in the past, and was fixed or not.
