SquirrelMail does not support STARTTLS. I think, this is because php
scripts can't start TLS session in the middle of connection.
You must use smtp-ssl server on other port (not on 25). You might be able
to use smtp-ssl server on tcp/25, but other smtp servers won't talk with
it.
You have to set

in squirrelmail config correctly.
Your php installation must have openssl support.
