I checked the frame, again, plus the view-source for the frame,
and it isn't there.
Grepping around a bit I find this:
./include/validate.php:$tzChangeAllowed = (!ini_get('safe_mode'))
I suspect this is the problem, but I can't find the ini_get
function (PHP?) and I don't know what it's returning.
