SM is an email client. You should implement spam blocking on the email
server. SM has some stop-gap spam tools, but you should always avoid
them if at all possible.

Why should they be avoided?

They are much slower and restricted to use of SM only. Server-side ones provide a much richer filtering language and will work upon arrival of mail, not upon the use of just one client.

And which ones do subject-line filtering? I can't tell from the
descriptions and I can't try them out because I'm not the
administrator--my administrator won't provide subject-line filtering
at their end but will entertain installing an SM filter if I tell them
which one.

The "filters" plugin is the one you shouldn't use if you can avoid it, but it comes with SM and can be installed and working in seconds. "Server Side Filter" plugin is the better alternative, but your server needs to have maildrop or procmail installed to be useful.
