Check http://www.squirrelmail.org/wiki/en_US/SupportingMultipleLanguages

If you have Debian, you have to enable nl_NL iso-8859-1 in
dpkg-reconfigure locales.

If you have Mandrake, you should check "6. Translation works in 1.5.0 and
1.4.2, but does not work in 1.4.3a.".
