a common tact is to run a 2nd instance of the web server just for
vpopmail plugin to work, running as the desired user.  2nd common
approach is not to use the plugin.

This is a common problem. The two most popular ways to address this problem are:


1) Have TWO installations of Apache (or whatever your web server is). The second Apache would run as the vpopmail user and only listen for requests for vpopmail functionality.

2) Don't use the plugin
