SquirrelMail isn't causing the problem, it just reports it. The problem is
with the IMAP server or the connection from the web server to it. Did you
check your error logs? I've seen many suggestion at this list before, so
check the archive at <http://dir.gmane.org/gmane.mail.squirrelmail.user>.
I think there's something in the FAQ
<http://www.squirrelmail.org/wiki/UserFAQ> as well, but I can't check it
at the moment.

If your IMAP server supports quota per folder, you can change it there. I
don't know of any SquirrelMail feature or plugin that turns such a feature
(if it even exsists) on or off. Again, read the FAQ, especially
<http://www.squirrelmail.org/wiki/en_US/DisableTrashcan> and the other
pages about quota.
