I'm sorry, but I don't. SquirrelMail should be able to work with safe_mode on. Maybe it's a plugin that causes this. You could try to disable them, put the system back on safe_mode on and then add them one by one to find out which one, if any, causing the problem. Or did you add any patches? Can you reproduce the error using a clean SquirrelMail installation? More information about your system might be needed (see <http://www.squirrelmail.org/wiki/en_US/MailingListPostingGuidelines> and the bug plugin). I hope someone else has a better answer or way to troubleshoot this.
