After removing:

X-WR-CALNAME:Personal Calendar for joel
X-WR-RELCALID:sm_cal_joel__zuck_com

from the ics file I got the following error:

ERROR IN CALENDAR FILE BACKEND (cal_file_get_calendar_do): cannot find
calendar file for calendar ID sm_uploaded_cal_Personal Calendar for
joel__joel

Prior to that I tried just removing

X-WR-RELCALID:sm_cal_joel__zuck_com

and I received NO ERROR when importing, but nothing was added to my calendar.

And yes, I am NOT leaving the import set to "Auto-detect".  And I was not
able to locate the other two items you mentioned within the ics file.
