No it's perfectly clear and it's a user interface issue. SquirrelMail
tries to display a list of folders as tree and doesn't take care of the
missing nodes (the \NoSelect folders)

It's been reported a long long time ago. The devel branch (1.5.1 CVS)
makes use of a different approach to render the mailbox tree and takes
care of the missing nodes. Only problem, it's not easy to port to stable
because of lots of other related changes.
