You add and remove people through the  tools provided with your imap server. 
SquirrelMail doesn't have users. It is just a mail  client.

SquirrelMail does have some configuration  options. If you go to the directory  
on the web server where SquirrelMail is installed (using  a command prompt, 
not a web browser) you should be able to run the 'configure' script to view 
and edit the SquirrelMail configuration.

It would probably be helpful to get a list of installed plugins (configure -> 
8) and go through the list of Installed Plugins to see what they do. You can 
find details about the plugins from the SquirrelMail plugins page 
(http://www.squirrelmail.org/plugins.php).
