yes, you should have the following somewhere in config/config.php:
$plugins[] = 'filters';
Also, if you're using a high end modern server like postfix or
Courier-MTA, you should look at doing server-side filtering for
increased performance. Squirrelmail's php based filter plugin works but
it's painfully slow, expecially with multiple users and hundreds of
messages in the inbox.
