Do you notice how people always post _below_ what you type? That's
replying in context and makes it easier to read and respond to e-mails
_with context_.
Looking at configtest.php, the test is --
if (isset($plugins[0])) {
Do you have a line in config.php that looks like
$plugins[0] = 'some_plugin_name';
...
If there isn't a 0'th plugin then configtest reports that plugins aren't
enabled. Have you manually edited this file in any way?
