[SM-USERS] How to add E-mail Accounts

Hi I have recently purchased a dedicated server, not realizing how difficult it would be for me to do everything. After paying someone to install Squirrel Mail, along with other basic necessities, I asked him how to create new accounts. His response was that I'd need cPanel, which costs a lot of money. I'm assuming that there's some other way to add users, please could someone give me an idea? Just incase it makes a difference, my server is running Fedora Core 3, with the Matrix Control Panel.
