SquirrelMail creates emails in character set that is used in selected
translation. If you use symbols unsupported by selected character set, IE
browser converts them to other character set and Gecko browsers send them
as html entities.

Select translation that uses character set which supports Russian
characters. Russian, Lithuanian, Uighur, Farsi or Bulgarian.

If you want 'works for all' solution, convert all translations to utf-8
and apply patches that fix multibyte character set wrapping and header
encoding. Patch was posted on squirrelmail-devel and is already added to
1.4.6cvs.
