If you already found and disabled it, just include it as a hidden field, although that could be hacked. However, you already found the correct file; just make sure that when a message is being sent that you set the $send_to variable with your hard-coded value. Alternatively, you can use the compose_send hook to create a *real* plugin to do this for you.
