safe_mode = on and open_basedir might limit access to directory.

Do you have some libraries that can place additional access restrictions
on webserver scripts? chroot or selinux.

Are you sure that $attachment_dir is set correctly in SquirrelMail
config.php file?


Have you tested your SquirrelMail configuration with configtest.php script?
