Please explain "not working" part. Email notifications are enabled by default in SquirrelMail configuration. If you don't see email notification option in Display preferences, webmail administrator disabled them in SquirrelMail configuration. If you get email with headers that ask for email receipt, SquirrelMail should pop up window asking to send it. If you have Javascript disabled, SquirrelMail should show notification request in email headers. Please note that receipts on delivery depend on recipients email setup and most of setups don't enable delivery reports by default.
