You are right. 

It is like this:

=?US-ASCII?Q?Martinez_Guerrero=2c_Rafael?= <[EMAIL PROTECTED]>

I had a mistake when typing this example. So the format used follows
100% the RFC. We are using SQ-1.4.9a, but we have seen this problem in
old versions too.

A real example:
=?iso-8859-1?Q?H=E5vard_Hegre=2C_UIO?= <[EMAIL PROTECTED]>
