This error is not caused by installation of avelsieve. '13: Permission
denied' can mean only one thing - SELinux is on and blocking network
connections from httpd. Maybe you have rebooted the server and forgot that
SELinux was switched off without saving it in configuration files?

Switch SELinux to permissive mode or allow network connections from httpd.
