        The problem was the config/.htaccess file which contained the "Deny 
from All"
directive.

        Fixing the .htaccess files solved the problem. I don't know if this is 
new
with the latest update or not, but it is a good idea from a security
standpoint, and requiring a few custom entries for files in the config
directory is the way to go.
