I have seen this starting 2.13.2010.  It first started with IE7 and I thought 
it was an IE issue because I installed Firefox and all problems went away.  I 
have started to hear troubles from customers using FF, IE, and Chrome.  
However, it seems as though if the customer has IE and doesn't have FF, I can 
install FF and problem goes away.  If they have FF and not Chrome, install 
Chrome and problem resolved.

The only thing I can put my finger on is that they are all XP boxes.  No issues 
with 7 or *nix.

Just more info, no solutions.

I now see that it affects all three browsers, but at different times.
It seems to be either cache, cookie, sessions, or some other
persistent data that remains beyond even a restart of the browser at
some times.

How can I go about troubleshooting this further?

It seems that it may be caused by going from logging in to the stable
version, then logging out and logging in to the SVN version.

I've tried clearing browser cache, cookies, etc, but it still seems to
occur every few times I log in or out.
