It is supposed to switch user to vpopmail before doing any thing. Aparently it creates those files as root sometimes. The  solution is to make sqwebmail run as vpopmail. So any files it creates are owned by vpopmail. But it also needs access to the "cache" directory that is normally owned by root or bin. So, we change the ownership on the sqwebmail binary make sure it runs set uid/gid for vpopmail.vchkpw then change the permissions (-R recursive) on the "cache" directory."
