[sqwebmail] HTML rendering?

Would I be correct in saying that sqwebmail obeys the "doctype" field to decide whether or not to render a particular e-mail as html, and that is a doctype is not specified, it will be rendered as text, even if an "<html>" tag is specified at the top? We're seeing some e-mails rendered properly in html and others outputed as plain text, and the "doctype" feild seems to be the determining factor, but there could be something I'm missing.
