[sqwebmail] What affect hard/soft timeout limit?

Can anyone tell me if the apache or any other factors are invlove in the 
hard/soft timeout of sqwebmail? 

Also, would a network interruption cause it to timeout? 

My problem is that it doesn't seem to timeout as I expected. 

I'm using the configure options: 

--enable-hardtimeout=14400 (4 hrs)
--enable-softtimeout=1200  (20 min)
