They should be if you tell sqwebmail to use utf-8 and you're using a
relatively recent browser.

That will work for you but is not a general solution.  However, converting
to numeric entities would be a general solution since it does not require
the filter to maintain a gigantic translation table or require updating
when new characters are added to unicode.

It is not possible to use both within the same (single-part) e-mail
since only one can be specified as the character set and therefore
some characters in the other character set will be misinterpreted.
