Are you running the final 3.6.1, or is it perhaps the latest development version after 3.6.1?
Sam changed the way the sqwebmail CGI works in the newest development versions. Then he identified (and hopefully fixed) what he thinks was a bug (causing a behavior similar to what you describe) when he released the latest development version.
If you're using the 3.6.1 official release, that's significant, because I was not aware of this behavior being present then. I'm sure Sam would like to know about it, if that's the case.
However, if you're using one of the development versions, make sure you upgrade to the very latest one -- currently 20031109, I believe -- and see if the problem persists or not.
