Changed:

  1. If --with-libcharset option is specified, compile with 
    installed  libcharset.
  2. If nl_langinfo(CODESET) is found, use it.
  3. Otherwise, no charset conversion.


o On (not older) Linux environments, nl_langinfo(CODESET) will 
  give preferred MIME charset name.

o Most of *BSD environments may require libcharset, since
  nl_langinfo(CODESET) function does not give preferred MIME name 
  or lacks nl_langinfo(CODESET).

  FreeBSD 4.x & 5.x:
    libcharset included in ports/package libiconv >= 1.9.1_3 is
    required.
