I bet you're using Netscape... or it would seem IE has the same issues.
There are some neat caching issues I've run into with Netscape 4.76.
For instance to get a new icon to work within the index template I would
have to do 1 of 2 things, load the direct URL of the image, and do a
hard-reload (shift-reload button) or fully flush all my caches and
restart netscape.
If this isn't the issue, then I wish you luck in finding it.
