Attachment size problems

I am having problems uploading attachments. After reading some posts on this 
topic I recompiled using the following options.

./configure --with-maxmsgsize=99200000 --with-maxformargsize=95000000 

But I still get a message that my attachment size exceeds the limit set by 
my administrator. Any suggestions would be appreciated.
