It means exactly that. Mail passwords will have to be reset.

Well, you could write a script to read all the sqwebmail-pass files, and
update the corresponding password in the userdb file. However, this is a
pain to get it right, and it's easier just to reset the password in userdb,
after upgrading, and that's it. After upgrading the mail password can be
reset again from webmail.
