It's basically there to keep someone from "hijacking" the session without
having the proper credentials.  It has a purpose, though I can't imagine
why you wouldn't want it on, ever.  Can someone point out a scenario
where you would want to be able to carry on a session across IPs?  And
I mean aside from the dialup user who disconnects and reconnects.  I
hardly consider that to be a solid case :)
