I got this error when I tried to use custom templates and I had incorrectly 
set the  "SetEnv SQWEBMAIL_TEMPLATEDIR" variable. I had set the variable to a 
copy of /usr/local/share/sqwebmail/html/en-us/ instead of to a copy of 
/usr/local/share/sqwebmail/html/       

Maybe that's your problem.
