multi language support

HI!

    I'm try to hack the sqwebmail with multi language support. Now I can
change the
"Language" in "Preference" section. it will add "LANGUAGE=zh-hk" to the
CONFIGFILE file of the pop account.

   My problem is  I don't know how to load the value "LANGUAGE=zh-hk" in the
C code.
Anyone Can help me?
