Why are you setting people up with passwords that have those 
characters?????

Also, would not take but a few minutes to verify your hypothesis. I 
took about 3 minutes and did the following test.

passwords used:

johntest                sqwebmail allowed login
john&test               sqwebmail allowed login
john"test               sqwebmail did NOT allow login
john^test               sqwebmail DID allow login.

So it appears that it is not all special characters, just some of 
them.
