I tested uploading a 1500 byte image and then saved the attachment. It only saved 12 bytes (which begins with 'GIF89'). I then forwarded the received email to my system and them image displays just fine. I don't know what the solution is though on your system. Hopefully, someone can shed some light on the problem.
