Changes:
* Fix some compilation issues with build 20030606.
* Clean up GPG support. Fixed bug that exported all keys, instead of just the ones that were selected.
* Allow multiple characters listed in CHARSET, pick one based on browser's Accept-Charset: header. The default templates, which use only the US-ASCII subset, have UTF-8 listed in addition to ISO-8859-1, so UTF-8 capable browsers will now use UTF-8.
* HTML cleaned up in places, making generated HTML to be more HTML 4.0-compliant. Work in progress.
