Hum...
many possible reasons.

On my box, I use this crap called authdaemon (.plain), without it
not possible to change password from the webmail.

Other possibility: you use the vpopmail auth only (disable all the
other ones), runn Apache with suexec, and theoretically, it is then
also possible to change password. But it would not work on my box.
Also, you need the sqwebmail binary to have the +s set if you
runn it as the vpopmail user.

/usr/(local/)share/sqwebmail/ ?
/usr/share/sqwebmail/var/authdaemon/ (dir chowned vpopmail.vchkpw)
