Ok,

   Sorry, Stupid Newbie Mistake. I set Apache's document root to the 
webmail folder and for some reason Netscape handled it but IE was adding 
a second / to the image paths. So, of course it couldn't find the 
images. I reset the document root to docs and moved my index.html to 
docs and now everything is working fine. Thanks for all your help.
