You didn't say what version of sqwebmail you are running, nor what version
of Opera.

Look at the source HTML of the page (presumably Opera has that facility?)
Post the relevant HTML here, probably something like

<A HREF="something">sometext</A>
or
<A HREF="something"><IMG SRC="otherthing"></A>

Then we can see whether it is Sqwebmail or Opera which is at fault. If Opera
is not correctly parsing valid HTML, then you can report it to them.

%22 is a double-quote, so perhaps Opera has not stripped the quotes from the
link correctly. In other words, it should be able to cope with

<A HREF="http://foo.bar/";>
the same as
<A HREF=http://foo.bar/>
(the second version is actually poor HTML anyway, you should always use the
quoted versions). On the other hand, this is such a fundamental capability
of a browser that it would be broken almost everywhere if it didn't support
that properly.
