I am struggling with character sets

In my CHARSET I have the default "utf-8,iso-8859-1" but still have problems.

There are some pointers, like

Version 3.6.0 states
HTML templates may now specify alternative character set codes. The default
HTML templates are now tagged as either ISO-8859-1 or UTF-8. UTF-8 capable
browsers will now automatically receive UTF-8 content, while browsers that
do not have UTF-8 will be gracefully downgraded to ISO-8859-1 content

I use Courier 0.44.2 including webmail, and I do not know which sqwebmail
version this correlates to. Is there a way to find out ?

- Users that writes mail in webmail can read characters properly.
- Writing with Microsoft Outlook, (Build 10.0.4510) makes proper charcters
in webmail . It states "iso-8859-1"
- But Outlook Express (6.00.2800.1158) a lot of characters that does not
make sense. It states charset="iso-8859-1"

I do know, it is a problem for Micro$oft, but may be some one has a
workaround for their problems ?
