This bug has been reported only when vpopmail is being used. As such, this is likely to be a bug in vpopmail.
just curious, but how would an sqwebmail-ip file have anything to do with vpopmail?
If vpopmail fails to properly change the uid/gid of the authenticating process, causing it to run as root, so the sqwebmail-ip is now owned by root.
