Yes. In general, those options files like 'hostname' and 'nochangingfrom' do
not exist unless you create them, and it's OK for them not to exist. In the
case of flags like 'nochangingfrom', it is the existence or non-existence of
the file which changes the behaviour of sqwebmail; its contents are
irrelevant. Creating a zero-byte file is enough to set the option.

As for html/LANG/footer, "LANG" means "the language", i.e. it is talking
about html/en-us/footer in the case of the default templates. And you're
right, there is no footer unless you create one.
