Only if you want to send out E-mails which are invalid according to RFC2822
and therefore are likely to be rejected by the rest of the Internet.

Therefore, you cannot use a semicolon to separate a list of addresses. The
only place it is allowed is in a special syntactic construction for a named
group of addresses, e.g.

To: My Friends: [EMAIL PROTECTED], [EMAIL PROTECTED];
    ^^^^^^^^^^^                                 ^^^
