I can confirm that this issue exist.
After I revert commit
https://github.com/kamailio/kamailio/commit/97532ca18f595d89edf9b0b6e6688847aa38dd44
Issue was gone. And I have working hold/un-hold using re-invites.
Before i have issue with processing 200 OK to re-invites.
